Chapter 31 - Veteran Readiness & Employment
A veteran may be eligible for Chapter 31 if he or she:
- Received a discharge other than dishonorable conditions.
- Received a rating for a service-connected disability which entitles him or her to VA disability compensation and needs vocational rehabilitation because his or her disability creates an employment handicap.
Benefit Coverage
- This benefit typically covers all expenses that are required by the university for all students and approved by the VR&E counselor. This includes: tuition, student services fee, program fees, basic dining plans, books, and other fees allowed by the counselor.
- The stipend is paid each month based on the rate of attendance in a training program (full-time, three-quarter time, or half-time), the number of dependents, and the type of training. If a Veteran qualifies for the Post-9/11 GI Bill®, they may be eligible to receive the Basic Allowance for Housing (BAH) rate for subsistence.

**In accordance with Public Law 115-251 Sec. 301, anyone using educational assistance under Chapter 31, Veteran Readiness and Employment (VR&E),be charged the resident tuition rate.
**Effective for courses and terms beginning after March 1, 2019, a public institute of higher learning must charge the resident rate to chapter 31 participants.
